๐ Best way to setup OpenSSH server for many users to use only as a SOCKS proxy, with logging of internet data usage and bandwidth.

Hi, I am new around here, but I was wondering if there are any recommendations for setting up an SSH server to be only used as a proxy server. No shell access, no commands, nothing except a SOCKS proxy.
I've looked into it, but I haven't been able to figure out a neat solution for logging internet usage (just amount of data and bandwidth per time) and using that to setup limitations for how much data and bandwidth a user is allowed. I know it's possible to make it from scratch, but that sounds like a bad idea, unless no one else has done what I'm trying to do before. That said, is this a smart idea? Is using OpenSSH for this a bad idea? All advice is greatly appreciated.
