This is a hypothesis:
Windows is the most popular desktop operating system for production.
It's resource requirements are significantly higher than that required by Linux based OS.
Hardware manufacturers make devices which can cope with the large Windows OS requirements.
What I think happens: Devices made available to the common consumer, is significantly overpowered for the tasks they require to do.
Anecdote: I was in an office environment for a year and a half using a lowly Intel i3 with Debian 9. It ran smoothly and never lagged, crashed or become unstable.
Jumped to the next office where I got the latest i5 with Windows10. The experience was a bit lackluster despite doing the same job in a more powerful machine. I (fortunately) was allowed to switch OSs and I rolled Linux Mint. The experience there after was smooth sailing. Almost felt like I wasn't using all the system resources.
I don't think I am biased (At least, I hope not) as previous to my work experience, I had Windows as my OS for 25 years.
