🐧 Duplicate USB devices on USB Bus - forced USB assignment on boot

I have 2 identical USB devices on a computer each having a different task and connected to a different piece of equipment. When the computer boots it will often swap the USB ports. This causes a problem because each USB device is now communicating with the wrong piece of equipment.

Is there a way to ensure that each USB device is always assigned to the same USB address (i.e. Bus 002 Device 001 & Device 002 respectively)?
