๐ Syncing 60fps console text to display refresh rate?

I'm working reverse engineering the Timex Datalink protocol that sends data to devices with a CRT monitor. The original software does this by drawing lines on the screen in specific patterns that represent data.
I need to draw a line of underscores about 18 times to a text console (no X), but most importantly, I need these graphics to sync to the refresh rate of the display, which is 60 Hz. Tearing while displaying these graphics will produce invalid data.
What's a good way to draw fast text to the console? I'm playing with Curses, but I think it isn't quick enough. And is there a good way to sync this to the refresh rate?
