🐧 Can you make a window float in a tiling window manager (those that are not dynamic)?

If yes, then what's up with people hating on tiling window manager? I'm pretty sure every tiling window manager can make a window float, aka not be tiled so I don't really see what's wrong. I'm not sure if floating/stacking managers can make a window tile, but I am sure that tiling window managers can do both.
In case a stacking wm can also make a window tile + float, what's the point of a difference existing?
My personal use case, at least on windows is having my chrome fullscreen, having spotify in the back ("floating", although it's "minimised", can you do that with tiling or stacking wm's?) and I'll occasionally "tile" another chrome tab to show me a book and I'll have google docs on my first tile.
Am I able to do this with traditional stacking or tiling window managers? And finally, in a world where dynamic WM's exist, why do people bother with traditional stacking or tiling wm's?? You enjoy all the features of both with a dynamic one.
