🐧 In linux mint are the key binding settings related specifically to Mint or Cinnamon?

Basically after GalliumOS was discontinued I needed a linux distro to dual boot on a chromebook. I settled on mint because it seemed pretty polished and user friendly and I could bind the chromebook shortcut keys (Brightness volume etc where you'd normally have function keys)
But I'm bored with mint. I don't even know why. So are the key binding settings specific to Mint or is it cinnamon.
For instance if I found another distro with a cinnamon desktop would I have those key binding settings?
I love XFCE (I know that's not popular) but I could never work out how to set the shortcut keys.
What are my options?
