URLs for the linux desktop

When using Linux i noticed there are two categories of apps which implement desktop functionality id like to have implemented in Linux directly. Browsers and IDEs. Maybe there are even more but these are the ones i use.

Lets start with browsers. The thing which makes browsers extremely useful is the concept of urls. Having human readable and editable urls is a bonus, but the ability to save the current navigation state of an website and reopen the app later with that exact same state is really powerful. Two other features it allows are "Open in new Tab" and sending the url to someone else. When i am searching for information, i am always using the browser instead of a dedicated app for the websites, since it allows me to open as many instances of the same website as i want and manage then in an efficient manner. I am not comparing web and native. I am just imagining native apps with urls.

IDEs on the other hand do project management wich is quite useful. But it would be great to have a way to use 3rd party apps with the same project management system. With brings me back to urls :)

Currently there is work happening on a wayland protocol to reopen all windows on startup. Which is great, but in my opinion is only the first step. I use my computer for many tasks and often work on multiple tasks at the same time. I would like to have a system in Gnome/Plasma which lets me assign the windows of a virtual desktop to a certain project and decide on startup which of these projects i want to open.

The first step is probably to implement a dbus or wayland protocol for communicating the current navigation state of an app. Then every desktop could think of ways to use this system in interesting ways. Do you think something like this is feasible or even exists today?

Implementing new desktop protocols like this seams quite important to me. Microsoft "loves Linux" now. But at the same time they are trying to make the whole operating system obsolete or at least insufficient by creating a software suite which is perfectly integrated, but steals your data and requires you to buy their service at a certain point. Basicly Software as a Service. To me Project Ardvark is another example of what opensource needs to do to stay relevant in this environment.
