PostgreSQL LISTEN/NOTIFY Queue Full: A 512 KiB Reproduction

What causes PostgreSQL to report: ERROR: too many notifications in the NOTIFY queue I reproduced it with PostgreSQL 17, Docker, and two psql sessions.
