Office pirate activation question

So, i stumbled across this methood i've never seen before. Basicaly you just creat a .bat with the folowing code:

I am a bit concerned about kms since it creates a server in your pc and stuff and i was wondering if someone could understand this code for me and confirm if it's the same thing as the original kms .exe file.
