Set User Account Default Password

I'm a super novice when it comes to Linux but I am trying to learn more through school assignments. My question is, is there any way to set a default password for a set of users? I'm tasked with a hypothetical system administration role & I have to write a bash script that can add a new user account to the system. One requirement is:

• Use the ‘passwd’ command to set the default password to the ‘welcome1’ to unlock the account.

I searched a bit on google but a lot of the responses seem to be catered to those who have a more in-depth knowledge of Linux. Can someone explain to me or guide me on how to accomplish this in the most simple terms? I'd greatly appreciate it.
