Atheros AR9462 broken on linux 5.6.6

My Bluetooth card suggested i try downgrading as the card used to work just fine before i reinstalled. I installed kernel 4.20 and rebooted. the card now works without issue.

I dont know where to post this issue so i trust someone here can either a) forward this to the proper area, or b) tell me how to do it myself... either is fine by me, i want to know where to post these issues so that it can get fixed
