Why don't governments around the world fund Linux Desktop not servers?

Imagine like tomorrow USA Gov has some beef with some other countries and decided to Ban MS or Apple products to those counties. Then they can't even use an operating system legally or a word processing program which is essential. I am not wishing for a day like that but I personally think that it a matter of national security to have fully functioning OS to themselves without strings attached right?
