At the time of writing this article, the service appears to be down in both Europe and the United States, with multiple users confirming that their devices are stuck with the “connecting” message when launching the app.
The outage has nothing to do with the platform you are using, so the same issues are being experienced on iOS, Android, Windows phones. There’s no statement from WhatsApp as to what happened to the service.
As for the possible causes of the outage, it wouldn't be the first time the parent company has to deal with DDoS attacks, but without an official statement, it's hard to tell whether this is the case or not. As it usually happens when WhatsApp outages occur, a statement won't be provided unless it's a large scale attack that requires additional information to protect users.
