Black screen after reinstalling nvidia drivers

distro: Pop!OS gnome

after running sudo apt remove nvidia-driver-545 and then during sudo apt install nvidia-driver-545, the screen goes blank and the keyboard and trackpad stop working, leaving the only option being a hard shutdown

trying from tty also does this

is there a way to do this without engaging the nvidia drivers first, only after when entering the DE?
