Linux note taking app

Hey, I’m looking at buying a used surface pro 5 and running Linux on it. However, I am looking for an alternative to Microsoft onenote. I want a note taking app that can handle both handwritten notes and type notes. I also want to be able to record audio from lectures directly in the app and give every note I write during the recording a timestamp so I can jump directly to when it was written in the recording. I particularly like how onenote allows you to take a photo directly in onenote and save it in your notes and if you’re recording while you do that, you’ll have a timestamp to that picture. This lets me take pictures of what the professor writes on the board and review the audio when the picture was taken later. Is there a Linux program that is capable of this?
