Apple Maps and Apple Ads Cleared in EU DMA Review

The European Commission has decided that Apple Maps and Apple Ads do not qualify as gatekeepers under the EU’s Digital Markets Act. As a result, both services will avoid the strict obligations that apply to platforms seen as critical gateways between businesses and users. The decision follows a formal investigation that began in late November and focused on how much influence these services actually hold in Europe.



According to the Commission, neither Apple Maps nor Apple Ads reaches the scale required for gatekeeper status. Apple Maps shows relatively low overall usage across the EU, while Apple Ads plays only a small role in the region’s online advertising market. Because of this limited reach, regulators concluded that the services do not function as essential links between business users and end users.



In its statement, the Commission said the assessment considered several factors, including usage levels and market impact. It explained that “neither of these platform services constitute an important gateway for business users to reach end users.” This finding means Apple Maps and Apple Ads will not face the same compliance burdens as other designated services under the Digital Markets Act.



The decision does not change Apple’s broader status. Apple itself remains a gatekeeper under the DMA, and many of its core platforms in Europe still fall under tighter rules.



Apple’s Response



Reuters reported on the ruling and shared Apple’s response. The company said, “These services face significant competition in Europe, and we’re pleased the Commission recognized they do not meet the criteria for designation under the Digital Markets Act.” Apple framed the decision as recognition of the competitive landscape it operates in across the region.



This outcome stands out against a backdrop of frequent regulatory pressure on Apple in Europe. The company has already made several region-specific changes to iPhone and iOS to comply with the DMA, and scrutiny around its practices has remained intense.



Looking ahead, Apple Maps and Apple Ads may still evolve. Apple plans to introduce ads in Apple Maps search results, potentially as soon as this year. At the same time, iOS 26.3 will bring additional EU-focused changes as Apple continues its broader compliance efforts.
