According to Apple, users must first opt in to beta updates from the Settings app before the firmware becomes available.
How to install the beta firmware

Enable Beta Updates
Keep AirPods charging near the device
Wait for the automatic background installation
Current public builds differ across models, but the beta unifies testing for future features.
