If you took Windows and Linux and paid 100 different professional security firms/teams test them to find security bugs, which OS would do better, and about how many bugs/exploits might be found in each?

Would something like Qubes be just as vulnerable to all the bugs/exploits that were found in Linux as, say, Debian would be? Would Qubes' design mitigate any of the bugs/exploits that would leave Debian or other Linux distributions vulnerable? (I understand that Qubes' method is isolation/virtualization, but I'm talking about the bugs in Linux, underneath it.)
Would Debian patched with grsecurity be able to circumvent or protect against exploits just as well as plain Qubes might be?
