Telegram, Signal Calls Blocked in Qatar; WahtsApp, Viber Work. Does that Indicate "BackDoor-ing"?

Signal And Telegram Calls do not work in the State of Qatar and I believe Dubai (UAE) as well.

Hell Signal can't even be used to send text messages. While WhatsApp, Viber, FACEBOOK Messenger all work fine in these countries.

Does that indicate that latter apps have on going security agreements with these countries or at least State actors have means to sniff data even encrypted from them? Hence not enforcing full censorship.

Which apparently they can do if they wanted to. Since other apps have been banned even with circumvention options enabled.
