Short answer: Handle email API 429 rate limit errors at a durable queue boundary: honor Retry-After, retry with bounded jitter, and keep the property-management queue and idempotency key unchanged. A 429 from an email API should pause delivery at the queue boundary, not trigger an immediate retry in every request handler. For a property-management...
