Constant Load Average, Fan Going Nuts

I’ve seemingly had this issue on every linux laptop issued to me by my employer. Others on Windows etc. also seem to have similar symptoms. So, I think something is going on with the software/configuration, but I cannot figure it out.

Fedora 40, Core i7-13800H. 1-minute load hovers around 1.0 at “idle” and the cpu fan is constantly screaming. htop shows no core doing much (although there are 20 of them…) and no single process stuck at the top of the CPU-ordered list.

I’ve searched and played around with things like mpstat, atop, interrupts, sar, but either I don’t understand enough or am not using them properly, or they aren’t showing anything interesting.

How can I finally figure out what’s going on? Thanks!
