Honor explicit mark_dynamic annotations on Parameter inputs and
normalize Tensor/Parameter guarding so they can share compiled code
when their metadata matches.
Also avoid singleton-size specialization in the affected symbolic,
broadcast, and contiguity helper paths so min=0 and shape (1, 1)
do not trigger extra recompiles. Add regression tests...
